PERA, the Pennsylvania Equipment Rental Association,
was formed in 1980. The focus of the Rental Association is legislative and
government affairs pertaining to the rental industry. The initial purpose
in 1980, was in response to the State passing legislation requiring that
all towed equipment be licensed. When we, as rental owners, went to our
legislators in Harrisburg to try to have this burdensome yoke repealed, we
were not granted an interview. The legislators perceived that we were
individuals and not an association.
We formed PERA and hired a lobbyist. We approached our legislators a
second time. What a difference this made. We were ushered into the
Chairman of Transportation's office and greeted with an open attitude. We
had an interview with the Speaker of the House, who had a business in our
district and was aware of who we were. After two years, the legislation
was repealed. Ongoing, we will continue to monitor legislation in
Harrisburg.
PERA is the first state association to be affiliated with ARA and became
the model for state associations.
Within the state, there are three local associations. In the eastern part
of the state is the Delaware Valley Rental Association. The Keystone
Rental Association is in the central part of the state, and the Western
Pennsylvania Rental Association is located in the western part of the
state. Each local appoints two representatives to PERA. These six, plus
the Regional Director, form the
Board of PERA.
The primary focus of the Association has been legislative issues; however,
recently, we have also included educational seminars. The purpose of the
Association remains to be of service and help to the furtherance and
growth of the rental industry.
The board of PERA consists of
six board members,
two from each of the local Associations in the state.

Code of Ethics
Be it known to all that the American Rental Association and PERA. their
officers and members, encourage the following standards of conduct
throughout the rental industry:
- We Believe that our integrity and reputation are based on our
earnest desire to provide an honorable and useful service to customers
and the community in which we live.
- We Endeavor to protect the rights and privileges of all we serve and
to preserve the system of free enterprise.
- We Strive to maintain a neat and orderly place of business, that
will be inviting to our customers and adequate to supply the type of
service our customers expect and are entitled to receive.
- We Accept the responsibility of maintaining our inventory in a
condition that will reasonably assure our customers of a large measure
of satisfactory service and user safety.
- We Dedicate ourselves to the responsibility of soliciting business
in an ethical manner and in accordance with widely accepted good
business practices.
- We Resolve to share, through communication and cooperation. Our
experience and knowledge to further the betterment of the rental
industry.
- We Attempt to price our products and service in a manner that will
return a reasonable profit to our business and yet make it economical,
as well as convenient, for our customers to take advantage of renting.
- We Agree to cooperate with our suppliers and manufacturers and to
pursue with professional zeal the dissemination of information to, and
the continuing education and improvement of, the entire rental industry.

in the rate schedules of workers compensation for rental stores

Helped individual stores
that had problems with government.

PERA Directors appeared at a
meeting of the Consumers Affairs Committee which was investigating
alleged abuses by the " rent-to-own " industry in Pennsylvania. As a
result of PERA's testimony PERA members were referred to as the "
rent-to rent " people and therefore do not require additional
regulation.

Sponsored State
Certification of Inflatables for rental stores.

The Association successfully
lobbied to change the amusement ride act exemption rental operators from
inspecting inflatables each time they are set up in favor of monthly
ride inspections.
